Armstrong Training Solutions, LLC (ATS) was founded by Jim Armstrong in 1998, upon his retirement from the U.S. Coast Guard. Jim founded ATS to offer assistance to the maritime industry in the conduct of Incident Command System (ICS) training, as well as Oil Pollution Act of 1990 (OPA-90) and Maritime Transportation Security Act (MTSA) exercises, required by state and federal agencies. Jim holds a professional certification from the Federal Emergency Management Agency (FEMA) as a Master Exercise Practitioner (MEP), and while serving in the U.S. Coast Guard he was certified as an instructor to teach the Incident Command System (ICS).
Video-Based Learning:
If your company doesn't have the time to dedicate to a full day of personnel training, ATS offers video-based learning on a wide range of topics, allowing company personnel to learn as their time permits. ATS can develop video-based training for annually topics such as basic Incident Command System or required spill management team training. NEW IN 2025 - USCG Required Cybersecurity Training, Plans, & Exercises:
In July 2025, the US Coast Guard established new Maritime Transportation Security Act (MTSA) regulations requiring MTSA regulated companies to begin training all personnel in cybersecurity. Additionally, over the next two-year period, MTSA regulated companies will be required to develop either a stand-alone Cybersecurity Plan, or a Cybersecurity Annex to your existing Facility Security Plan.
